At this moment, France, Italy and Austria monopolize the sportbooks market and their respective public administrations. The European Community demands that they have to open the market in order to guarantee the free flow of capitals and services inside the union, as other countries have performed.
The councils of París, Rome and Vienna refuse to adopt such measures before the European Community, stating public health reasons. They also say that the games of chance offer has already expanded in their territories, and, if expanded, it would have negative consequences for the population.
